The Political System of Russia

The Russian Federation was set up by the Constitution of 1993. After its destruction in 1991, the Soviet Union was broken up into an independent Russia and and 14 other new, sovereign nations.

The Russian Federation is a presidential (or a constitutional) republic. The President is the head of state and is elected directly by the people. He controls all the three branches of power. The President is commander-in-chief of the armed force, he makes treaties and enforces laws, appoints the prime minister, cabinet members and key judges. The President can override and in some cases even dissolve the national parliament, the bicameral Federal Assembly. The President has his administration, but it is not part of the Federal Government. The President is involved in the work of the legislative and executive branches.

The government consists of three branches: legislative, executive and judicial. Each of them is checked and balanced by the President. The legislative power is vested in the Federal Assembly. It consists of the Federation Council (upper house) and the State Duma (lower house). The members of the State Duma are elected by popular vote for a four-year period. The Federation Council is not elected. It is formed of the heads of the regions. Each Chamber is headed by the Chairman. Legislature is initiated in the State Duma, but to become a law a bill must be approved by the lower and upper house and signed by the President. The executive power belongs to the Government. The judiciak branch is represented by the Constitutional Court, the Supreme Court and regional corts.

Text: “System of Government”

Britain is a parliamentary democracy with a constitutional monarch — Queen Elizabeth II — as a head of State.

Today the Queen is not only head of State but also an important symbol of national unity. The royal title in Britain is:

«Elizabeth the Second, by the Grace of God of the United Kingdom of Great Britain and Northern Ireland and of Her other Realms and Territories Queen, Head of the Commonwealth, Defender of the Faith.» In law the Queen is head of the executive, an integral part of the legislature, head of the judiciary, the Commander-in-chief of all the armed forces of the Crown and the Supreme Governor of the established Church of England.

The Queen and the royal family continue to take part in many traditional ceremonies. They visit different parts of Britain; they are involved in the work of many charities. In practice the monarch has no actual power: they say, the monarch reigns but doesn’t rule. Queen’s power is limited by the Parliament. Parliament is the supreme legislative authority in Britain and the Prime Minister is the virtual ruler of the country.

Parliament comprises the House of Commons, the House of Lords and the Queen in her constitutional role. The Queen summons, prorogues and dissolves Parliament. She opens each session with a speech. It is her duty to make appointments to all important state offices. The Queen must see all Cabinet documents. She has the power to conclude treaties, to declare war and make peace.

The Commons has 651 elected Members of Parliament (MPs).

The Lords is made up of 1,185 hereditary and life peers, and the two archbishops and the 24 most senior bishops of the established Church of England. The centre of parliamentary power is the House of Commons. The leader of the party that obtains a majority in the House of Commons is the Prime Minister. The party which has majority of the seats in the House of Commons is called the Government, and the other is the Oppo­sition. The Government may hold office for five years.

All the affairs of the State are conducted in the name of the Queen, but really the Prime Minister is responsible for every measure submitted to Parliament. As a head of the Government the Prime Minister appoints about 100 ministers, of whom about 20 are in the Cabinet (the senior group which takes major policy decisions). Ministers are responsible for government decisions and individually responsible for their own departments.

The Opposition has a duty to challenge government policies and to present an alternative programme.

This useful service is available in many cities in Russia to offer help, support and advice to young people who call the helpline because they are having difficulty dealing with a problem. The dedicated members of staff are specially trained to deal with teenage issues such as arguments at home, problems at school, bullying, peer pressure, drugs and much more. They are also able to help teens deal with feelings of anger, shame, loneliness, fear or jealousy by offering psychological support and coping techniques.

The Telephone of Trust is often run by local education departments and offers free access day and night, anonymity, confidentiality and respect to anyone who calls. We asked one volunteer what advice she would give for the following problems:

I argue with my parents all the time, what can I do? It can be frustrating when your parents don’t let you do what you want. Arguing can make you and your parents feel angry and upset. Try to talk to your parents calmly. Listen to what they have to say and they will be more likely to listen to you.

I feel like running away, what can I do? If you are unhappy, running away will not make it better. You will have different problems if you are alone on the streets. Talk to us about how you feel. It may be hard to talk about what’s wrong but it will really help. We will always listen and we can help you find a way to solve your problems without running away.

Problems can be different and they require different solutions. To solve some of them I should take time and just think it over to find the best decision. Others require insistence or even aggressiveness. Some kind of problems can only be solved by making concessions. But I believe that most problems can be solved by negotiations and compromise.

I think the most important teen’s problem is misunderstanding with parents. Sometimes it seems that our parents are too tiresome and dull in their demands. And they often interfere into our lives. Parents always say that we are too lazy. They give us not much pocket money, and we can hardly find a job. And there is another big problem: parents always doubt our independence. I think we should understand that we can do nothing without the dialogue with parents. If we show them that we are quite mature and can be responsible for our actions we’ll be able to get across to our parents.

Our age is the time of making a choice what we will be in future. So we have to choose a university to get good education and future profession. If you have a good education you’ll be always perfect at you profession, you’ll earn good money and make your life better. And the best way to prepare is to study better at school. I know we can make the wrong choice at our age but we can make no choice without trying different activities. So we should try doing different things and this way we will be able to realize what we actually like to do.

Another problem in school is marks. We try to do our best to have good marks. But our parents never like them. I think the best way to solve this problem is to realize that our parents actually appreciate our achievements but they think we can do better.

One of the best things they can do is to find someone to talk to. That someone might be one of your parents, a teacher or counsellor at school, a priest, or a person on a helpline. It can be difficult to decide to talk about it but it’s vitally important.

And sometimes you have problems in communicating with each other and you even stay alone. So as you see it’s very difficult to be young nowadays as indeed it always has been. But you can only be young once and some wonderful things can happen to you only when you’re young. So it’s better to enjoy youth while it lasts.
