Could I guess the change in tenses this way?:
Originally it is asking about ‘having an experience of something’ = occasion for present perfect.
Then once the question in answered, the subsequent use of past tense anchors the settlements into specific (because already mentioned) libel suits. Otherwise, if present perfect had been used, it would not be clear that we are referring to the libel suits, it would have meant ‘how many times have you settled’ in any general lawsuits.

Ha, well said! I think it might be easier to understand if we consider a different example sentence:
How many times have you gone to Paris?
How many times did you go to Paris?
The second question implies that it’s being asked about a specific, completed period of time:
How many times did you go to Paris [before you were too old to travel]?
How many times did you go to Paris [last year]?
How many times did you go to Paris [when you were living in France as an exchange student]?
In other words, you’re asking about the person as they were in the past. On the other hand, the first question doesn’t imply that the condition of «able-to-go-to-Paris» has ended:
How many times have you gone to Paris? [implication: how many times have you gone so far]
If you met someone on a plane to Paris, you could certainly ask «How many times have you been to Paris?» but you’d never ask «How many times did you go to Paris?» unless you were asking about a specific, past period of time.
This distinction can also be important when talking to the elderly: they might get very offended by a «How many times did you. » question, since it implies they won’t ever do that thing again. It can be more diplomatic to phrase it as a «How many times have you. » question.
In your example, if the person testifying were in the middle of a case that hadn’t been settled, their response to «How many times did you settle?» would probably be different from «How many times have you settled?», because they’d probably want to correct the speaker’s implicit assumption of a completed action:
How many times did you settle?
Well, actually, I’m in the middle of a case right now that hasn’t been resolved yet. Besides that, five.
How many times have you settled?
Five, plus a case that’s ongoing and hasn’t been adjudicated yet.
