Can You Enable Cheats In An Existing World?
When you first create a world in Minecraft, you can decide whether you want to enable command line cheats or not. The setting is no longer accessible from the main menu once you have made the decision to use them or not. There is no setting in the menu that will allow you to enable cheats again, but it is possible to change the game state that allows you to temporarily enable them in order to make use of the cheats. If you pause the game by pressing the escape (ESC) key, you will see there is an option to enter a LAN mode. When you click this, you can enable cheats for the LAN game. Once you do this you can use the game cheats as normal. Once you go back to a non-LAN game the cheats will be disabled again, but you will get to keep everything that you gave yourself while cheats were enabled in LAN mode.

That other comment is LITERALLY a lie. I turned LAN on, pressed creative mode AND turned cheats on. I hit escape to pause the game again and DIED WHILE PAUSED. What a load of bs…
Did you set cheats on and then /gamemode yourself, it won’t change if you JUST set your world to creative

You need to run this command in the server console. The server won’t let a normal user run any commands, so the fact that you are a normal user running a command is a problem. Once you op yourself from the server, then you can run all the commands from your client chat.

If you are playing vanilla multiplayer LAN, you do not have the ability to make one user an operator, and not another player. Either everyone gets all permissions (cheats), or no one gets any. Now, cheats can be enabled/disabled whenever you re-open the game on LAN, so you can temporarily open the multiplayer game, do what you need to do, and then close-reopen the connection to disable them, limiting the cheats for a short period of time.
It’s that, or you start experimenting running a LAN server.
If you head that route, you can choose which players can use commands and which ones can’t, and if that’s not enough for you, then you could mess with a modified spigot server, and use world-guard, and a permissions pluggin to further add restrictions.
