also, ensure your Skyrim install data is in the same drive (C: for example) as your Documents folder.

This is a guide on how to permanently change your FOV in Skyrim Special Edition.
It can be done through two different methods, one is a surefire method and the other may or may not work for you.

The first method that works for everyone is by going into your SkyrimPrefs.ini file in your Documents/my games/Skyrim Special Edition then scrolling down until you get to the [General] section of the file.
Add in this line at the very bottom of the General section, no quotes.
«fdefaultfov=00» Fill in 00 with whatever FOV you want, I suggest 90.
After doing this save the file then go back into the same folder and open Skyrim.ini. Go into the [Display] portion of the file and at the very bottom add in these two lines. Remember, no quotes.
«fDefaultWorldFOV=00» Use the same value for 00 as you did for the above portion
«fDefault1stPersonFOV=00.0000» Use the same value you put in before the decimal
Save the file. Don’t load up the game yet. Now you must right-click on the SkyrimPrefs.ini and click «Read-only» and do the same for the Skyrim.ini file in the same folder.
READ BELOW FOR NEGATIVE
This will permanently change your FOV to be the one you want but the negative to this method is you won’t be able to change your settings! You will not be able to change your graphics options in the launcher nor change anything in the options of the game until you come back into the folder and make them not «Read-only» again. Keep this in mind if something isn’t changing!
The second method doesn’t work for everyone and I highly suggest using the first method instead and this method has some glaring consequences.
For the second method, go into Skyrim and load up a save. Then from there you want to press this button on your keyboard «
» or » ` » and it is located to the left of the 1. This will open up your console allowing you to type in commands. From here you want to type in «fov 00» into the console replacing 00 with whatever FOV you want, I suggest 90. You should instantly see a difference in how the game looks once you press enter. After putting in this command you want to type in «saveini» into the console then press enter and the game should freeze for a couple of seconds as it is saving your new settings. Then you want to save the game agian. Then exit the game and load back up into the same save file.
READ BELOW FOR NEGATIVES
This method can give your game a red tint on loading screens and on the main menu.
The FOV can also reset for some people when opening their maps.
Basically you should follow the first method to the best of your abilities and if all else doesn’t work, attempt this method.

Альтернативный способ
Можно менять значение FOV прямо в игре, открыв консоль:
1. Во время игры нажмите на клавишу Ё в левом верхнем углу клав-ы.
2. Напечатайте FOV Х, только вместо “Х” поставьте желаемое значение. Скажем, FOV 90.
3. Затем снова нажмите Ё.
Готово! У этого способа есть недостаток – значение возвращается к стандартному после открытия карты, после быстрого перемещения, продолжительного бега, выхода из игры.

However, I have tested and if you set the fov with console commands (press button in top left and type fov 100 or whatever fov you want (default is 75)). It should save your setting after a save and a reload.

In Oblivion you could just type in «save ini» in the console and every change was saved.
Maybe try changing the FOV in the console and then save with that command?
Does anyone know if you can change the FOV in skyrim in the skyrims ini file because I hate having to change it every time I start up the game?
This the correct way to adjust FoV in Skyrim without making the arms clip like crazy:
1. Open Skyrim.ini in the Documents/My Games folder
2. Add this under [Display]:
fDefaultFOV=75
fDefault1stPersonFOV=75
fDefaultWorldFOV=90
4. Start the game and open the Character Menu in game (Tab by default) this will adjust to FoV to 90.
What the values do:
fDefaultFOV=75
Affects the zoom level of the lock when lockpicking and the items in the inventory screen. (Change it to a higher value if you want it to look smaller)
fDefault1stPersonFOV=75
Don’t change this unless you want your arms to be clipping. This only affects the hand and weapon models scale in 1st person not the FoV.
fDefaultWorldFOV=90 This is what changes the FoV in both 1st and 3rd person. Open the Character Menu (Tab) in game once and the FoV will be adjusted to this setting.
Edit:
Sometimes if you have changed the FoV by opening the in game console and typing fov 90 the arms will still be messed up (Typing fov 90 changes all the FoV values to 90 and makes the arms clip)
Then you need to type fov 75 in the console, save and exit the game. Start the game and open the Character Menu (Tab) and the FoV will be adjusted and the arms will remain correct.
Edit 2:
Changed the 65 values to 75 instead because that matches the original non SSE hand and weapon scale even though it was 65 back then.
