Introduction
Herrscher of Reason (hereby abbreviated as Herrscher) is a MECH-type Valkyrie that arrived in the 3.3 content update. She is an S-base, Awakened character, and therefore is only obtainable in Expansion Supply.
Special mechanic: Konstruktyom Energy
Unlock a 4-level Konstruktyom Energy gauge that maxes at 480. This gauge is required for Charge attacks, both in Normal mode and during Ultimate.
Special mechanic: Analysis
A special debuff that is exclusive to Herrscher of Reason. Analyzed enemies are instantly frozen for 1.5s, and Herrscher will gain 40% Total Damage against Analyzed enemies. Analysis duration cannot be extended by Time Fracture.
Many skills of Herrscher of Reason will inflict Analyzed debuff, including Basic Attacks, Evasion and Ultimate Attack.
Therefore, it’s recommended to always Analyze your enemies before casting Ultimate for maximum damage.
Basic attack
Perform a 4-sequence attack to the targeted enemy, dealing a total of 500% Melee Physical damage and [ 80% + 100% + ( 2×100% ) + ( 8×40% + 200% )] Ice Damage.
During the drill attacks (4th attack sequence), Herrscher pulls in nearby enemies, and gains a Shield that blocks all frontal and side attacks from enemies.
The very last hit of this sequence will apply Analyzed debuff to enemies hit. Therefore it’s recommended not to dodge cancel the drill attacks.
Charged attack
Can be performed during Basic Attack or after performing Evasion. Charge attack deals a total of 660% of Ice DMG, and varies according to the type of weapon equipped to Herrscher.
Things to notice regarding Charge Attack:
Among the three type of weapons, the Laser has the slowest animation speed, and the Cluster Missiles will scatter when facing groups of enemies. If you don’t have the Key of Reason, it’s recommended to use other slow-charge Rocket Launchers for maximum damage.
Ultimate Attack – Cyberangel.cfg
Immediately unleashes the full power of Project Bunny, enters Riding Mode and hits a wide area of enemies in front to deal [ 5×450% + 800% ] of Ice Damage. Riding Modelasts for a maximum of 17 seconds.
In Riding Mode, Herrscher gains these following bonuses:
While moving, Herrscher summons a Hover Gun every 0.6s that deals 4×65% of Ice Damage.
Evasion skill – Instant Freeze
QTE Skill
Triggers when an enemy is paralyzed or by Time Fracture. Deals 500% of Physical Damage and [ 500% + 300% ] ATK of Ice DMG, recovers 120 Konstruktyom and instantly applies a 6-second Analyzed debuff to enemies.
Since Analyzed enemies takes a lot more Total Damage, it’s always recommended for Herrscher to enter battle with QTE to maximize her damage output.
Weapon Choices
Undoubtedly the best weapon for Herrscher. Active skill deals a ton of damage, freeze enemies and apply Analyzed debuff, and gives Herrscher 35% Total DMG for 7s. Charge Attacks also gains 30% Ice DMG as Passive Bonus. It’s recommended to cast Active skill right before Ultimate for maximum Burst damage.
With the unique property of instantly performing Charge Attack with Active skill, Hand of Tyr serves as a good alternative in situations when Burst damage is preferred.
These slow-charge Rocket Launchers are recommended for Herrscher in general situations. Cyclops is the best-performing one in the bunch, giving 20% Total DMG when there are less than 2 enemies. Star of Eden has the bonus of being free, but also takes the longest time to max out.
In rare occasions where Cluster Missiles are preferred, these two weapons will get the job done. Flint Sanada has better damage output, while Briareus PRI is more headed towards CC and Utility.
Stigma Builds
Welt Yang set provides 60% Ice DMG ( 110% during Herrscher Mode), 35% Total DMG ( 95% for Charge Attacks following Basic Attacks) and many other buffs. This set delivers the highest sustained DPS, and the only downside is it cannot be used on other characters. Shakespeare B can be used in place of Welt Yang B in case you don’t have the full set.
Robert Peary is also a viable option for Herrscher. This setup provides 101% Ice DMG and 44% Total DMG at 60 combos and above.
Like many newly released characters, Herrscher benefits a lot from Total DMG bonuses. This setup brings 45% Total DMG and 51% Ice DMG. During Heat mode, character gains 50% Total DMG and another 30% to Ultimate.
The classic Nohime set is also decent on mobbing. This setup gives a flat 80% Ice DMG, plus 40% Total DMG on Charge ATK and 75% Ice DMG while there are 3 or more slowed/frozen enemies. Needless to say this setup is terrible on boss fights.
Best F2P Stigma build for mobbing, giving a maximum of 49% Total DMG, and another 20% for Charge Attacks. Replace Naoe Kanetsugu T with Jingwei T for boss fights.
Every other stigma that gives Total DMG Bonuses will work as a decent alternative for Herrscher.
Team Synergy
Weakness coverage. These BIO characters are much better at handling Honkai beasts compared to Herrscher. Flame Sakitama and Night Squire are also capable of triggering Herrscher‘s QTE, enabling smooth transition. Argent Knight has the best damage output among the three, but the problem is you need two Ice stigma sets to put her and Herrscher on a team.

Herrscher of Reason (Bronya)
Herrscher of Reason
The Herrscher of Reason is the latest battlesuit of Bronya Zaychik as of 2020. She is unique to her other battlesuits as she has a surprising amount of DP (Much more than even Black Nucleus).
The battlesuit ties into the new chapter of the main story because it deals with the Eye of the Deep. The location is the location of the Gem of Reason.
Bronya dives into the Eye to save her friend Seele Vollerei as she became trapped in the Void/ Quantum Realm after undergoing the X-10 experiment as its 1st test subject.
To save Seele, Bronya taps into the power of the core and manifests it into a battlesuit which embodies Bronya’s vision of ‘Ideal’. Bunny, Bronya’s mech system, can now be transformed into USAGI Kinetik at her will.
Herrscher of Reason skill set
Team gains 30.0% to all Elemental Damage. Any Bronya, Seele, or Olenyevas in the team also gains 25.0% of Total Damage Multiplier.
Shockwave after the Drill Attack inflicts a 6.0 seconds Analyzed debuff to enemies hit.
If Drill Attack hits, then gain 0.50 SP.
When performing Drill Attack, Bronya become immune to front-side and flank attacks. Back-side attacks also suffer 30.0% Total Damage Reduction.
Reduces Instant Freeze Cooldown by X seconds. Instant Freeze Time Fracture also inflicts a 6 seconds Analyzed debuff to affected enemies.
Triggering Instant Freeze also heals 400 Health Points. If Instant Freeze is not in cooldown, Instant Freeze can be manually triggered by evading within a short-time after being attacked.
QTE is triggered when an enemy is paralyzed or by Time Fracture. Deals 500% points of Physical Damage and 500%+ 300% points of Ice Damage, +120 Konstruktyom, and inflicts a 6 seconds Analyzed debuff to enemies hit.

When DEA Raison is active, every attack of Bronya gains 30.0% a Total Damage Multiplier, and another 40% Total Damage Multiplier to PSY-type enemies.
When DEA Raison is active, Bronya gains 50.0% Total Damage Reduction.
When DEA Raison is active, if Bronya is not riding, each Charged Attack performed gives 5.0 SP and a 15.0% Ice Damage Buff. Max Damage buff stacks is 3.
USAGI Kinetik: Charged ATtacks gain a 20.0% All Elemental Breach buff.
USAGI Kinetik takes 30.0% less Indirect Damage.
When USAGI Kinetik is at below 50% HP, heal 40.0 HP per 0.5 seconds. At below 25%, heal another 60.0 HP per 0.5 seconds.
Start battle with X more Konstruktyom.

Skill Review
Divine Masterplan
Enables HoR’s ultimate evasions to apply DMG and Analyzed debuff asap.
HoR’s ultimate evasion skill has an extra effect that applies Analyzed debuff to those hit within 1.7s after the Ult Evasion. Before, HoR would have to quickly hit the enemy within those 1.7s to apply the debuff to deal more DMG with her charged Shots. Unfortunately, those rockets slow down in Time Fracture, so it would be hard to time that from afar. And even if HoR manages to apply Analyzed with her Charged ATK, only 2 of the 3 shots will enjoy the debuff since the first one needs to apply the Debuff.
However, with DoR, her Ult Evasions come with lasers that almost immediately apply the Analyzed Debuff (as denoted by the rings around the enemy in the gif). This ensurement of enemies being Analyzed means HoR players will only need to worry about connecting her Charged Shots. All in all, it’s a good skill that increases the consistency of high dmg output from HoR.
Structural Truth
Applies Analyzed debuff in large AOE, boosts Wielder TDM, and restores 1.5 bars for HoR.
Before we dive into the specifics, one thing to note now is that the weapon’s active no longer cost any SP (before 5 SP) and has a shorter cooldown of 20s in exchange for restoring 5 SP for ult-activation. This is very important in SP-tight situations where HoR is discouraged from using her weapon’s active until after ulting. With its slightly delayed Analyzed infliction and 0 SP cost, HoR can now tap for weapon’s active before ulting so the bike rush-down attack can also enjoy the Analyzed debuff. Do be careful when using it on enemies who can quickly escape from this delayed attack, such as Hellmaru and Herrscher of Void.
Like before, DoR’s weapon active deals some Ice DMG and freezes enemies for 6s on the final hit. However, its AOE has been significantly increased, thus covering a larger range to freeze and/or inflict Analyzed on enemies.
One of the most important aspects of DoR is that it can restore HoR’s Konstruktyom meter by 180 Konstruktyom (1.5/4 bars since max is 480) in 3s. To add another method of restoring HoR’s meters enables her to keep attacking. And this skill works very well in favor with DoR’s other skill for restoring SP, Total Analysis.
And because Structural Truth is free to activate with a smaller cooldown, the wielder, especially if it’s HoR, can activate the weapon skill in their current team rotation to enjoy the freeze, Analyzed debuffs, and Konstruktyom restoration without being thrown off-tempo. HoR can use the weapon’s active to continue attacking and expect to be able to use it again on the next rotation.
Total Analysis
Increases TDM for Charged and Ult ATKs, increases HoR’s SP recovery.
DoR’s final skill is very good. Going from any attack’s Ice DMG being buffed to just Charged and Ult ATKs via TDM means a lot to HoR. TDM does not drop off in DMG as much as Ice DMG does in the DMG calculations. Despite being locked to only Charged and Ult ATKs, HoR’s main source of DMG (as well as any Bronya nowadays) deal their DMG via Charged and/or Ult attacks. So this restriction is a good trade-off.
The other effect of this skill is extremely important for HoR. Before, HoR had a hard time building up her ultimate in time or at least ulting for a second time without taking too long to build up SP. Now, whenever HoR uses up one meter and simply releases drill-rockets (does not need to hit enemy), she automatically gains 3 SP per rocket. This means she gets 9 SP per meter and potentially 36 SP have a unleashing her entire load of SP. HoR’s SP recovery gets ramped up high with the help of DoR and can expect to use her ultimates more frequently and reliably.
PRI-ARMs upgrade Chart
A reminder to readers that here is the upgrades materials chart if you wish to obtain Domain of Revelation and upgrade it. You will need a total of 400 Einstein’s Torus, 150 Nanoceramic, and 520 SC Metal-H2. Fortunately, if you have ever, at one point during your account’s lifetime, owned a lv35+ Key of Reason, you will be eligible to craft the PRI-ARM with any lv50 gacha-only Heavy weapon.
Comparison to other Weapons
Below is a comparison between Key of Reason and Domain of Revelation. I’ve held some tests below to showcase how much of a difference HoR performs with each weapon.
Some factors will be fixed:
Solo DMG Comparisons
Full Teams Compositions
Team DMG comparisons
Test Results
One thing we can see here is that with KoR, HoR deals about the same amount of DMG without support and in quick successions. When with support and in a longer fight, it can be observed that HoR does slightly better with Ana.
When we observed HoR’s solo tests with DoR, her performances are much better than her with KoR, and when with both DoR and Ana, she outperforms her DMG output with DoR and Welt.
However, when we look at the tests conducted with a team in two rotations per test, not only does HoR do a lot better with DoR, she dishes out a significantly more amount of DMG when equipped with Ana than with Welt Yang.
Clearly, having HoR equipped with DoR and Ana stigs are much to be desired if you want the most DMG.

Herrscher of Reason
Domain of Revelation is most suitable in the hands of Herrscher of Reason. The weapon comes with many features that are locked specifically for HoR. Such as restoring her Konstruktyom meter, her SP, and helping proc Analyzed asap after an Ultimate Evasion. Additional upgrades from the Key of Reason includes a buff in DMG increase and a wider range of affecting enemies with its weapon’s active. All in all, with DoR, HoR has a much more consistent playstyle of dishing out high bursts of DMG reliably. The following below are sample videos of her gameplay with DoR.

Don’t worry, our little Olyenevas are safe and sound! Fervent Tempo Delta (or just Delta) is a character from the Sea of Quanta, and we still have to learn more about her story.
Delta combines the abilities of both sisters. Damage dealer is her main role as a Valkyrie, but now it’s also important to dodge and parry enemy attacks. The combination of fierce combos and successful defense allows Delta to charge her weapon with PINK / CYAN Juice and enter Fervent Mode, which increases her combat potential and deals an insane amount of physical damage.
The main resource for Rozaliya’s Augment upgrades is [Fervent Core].
You can get Fervent Cores in Asterite Shop, Open World tasks, and you can also acquire them by participating in the various events of version 4.3!

How does herrscher of reason restore konstruktyom
Herrscher of Reason (HOR) is the soul-awakened valkyrie battlesuit of Dimension Breaker (DB). She is a mecha-type, ice-elemental damage dealer that is reliant on her branch attack and ultimate to quickly deal a massive amount of damage.
She is rather «F2P-friendly» due to the fact that she is quite self-sufficient in that she has a built-in elemental damage leader skill and she is not very dependent on equipment like Herrscher of the Void (HOTV). HOR also has rather high SP regeneration, health regeneration and damage reduction. In other words, HOR has high sustainability in combat.
Breakdown of HOR’s skills- things you need to know
Being a soul-awakened character means that HOR is able to share some of her skills with DB. If you have an SS rank DB, you will be able to unlock many of HOR’s most important skills even without ranking her up. The only things that you will miss out without ranking up HOR if you have SS rank DB are:
1)SSS rank HOR’s leader skill
2)An increase in initial Konstruktyom (Konstruktyom is explained in the Passives section)
3)A skill which reduces ultimate evasion cooldown and increases the «analyzed» debuff’s duration from 4 to 6 seconds (The «analyzed» debuff is explained in the Passives section)
Leader skill: Source Protocol
S rank: Team gains 24.0% to all elemental damage. Any Bronya, Seele, or Olenyeva battlesuits in team also gains 21.0% total damage multiplier.
SS rank: Team gains 27.0% to all elemental damage. Any Bronya, Seele, or Olenyeva battlesuits in team also gains 23.0% total damage multiplier.
SSS rank: Team gains 30.0% to all elemental damage. Any Bronya, Seele, or Olenyeva battlesuits in team also gains 25.0% total damage multiplier.
HOR basically has an extremely strong leader skill that is focused solely on damage output, the highest currently in-game in terms of damage. Compared to similar leader skills from characters such as Shadow Knight (SK) and Sixth Serenade (6S), HOR’s leader skill provides a similar amount of elemental damage at each rank but is missing in the support component (SK provides SP for certain characters and 6S reduces elemental damage taken).
However, HOR’s leader skill provides a total damage multiplier boost in exchange. HOR’s leader skill is argubly superior to SK and 6S’s leader skill in most situations if your damage dealer is able to fully utilise HOR’s leader skill.
Unfortunately, the only battlesuit that can fully benefit from HOR’s leader skill so far in the game is HOR herself. If you are using HOR as your main damage dealer, you should probably just place her as your leader. Otherwise, SK or 6S may be a better choice for an elemental damage leader.
HOR has a lot of passives, but you only need to remember what Konstruktyom and «analyzed» debuff does.
The 4 bars above HOR’s health bar represents the amount of Konstruktyom HOR currently has. Each bar represents 120 Konstruktyom and 4 bars represent a total of 480 Konstruktyom.
Each Konstruktyom bar allows HOR to use her branch attack once when she is in her Armored Bunny mode.
2 Konstruktyom bars will allows HOR to perform a charged attack once in her DEA Raison mode (Explained in the Ultimate section).
HOR starts with:
1 Konstruktyom bar at S rank
2 Konstruktyom bars at SS rank
3 Konstruktyom bars at SSS rank
There are 4 ways HOR can recover her Konstruktyom:
1)In Armored Bunny mode,HOR can recover her Konstruktyom through her basic attacks. In her 4-hit basic attack sequence, she recovers her Konstruktyom in her 2nd, 3rd, and 4th hit. The 2nd and 3rd hit recovers 25 Konstruktyom each while the 4th hit recovers 225 Konstruktyom (9X25 Konstruktyom). In other words, the bulk of her Konstruktyom recovery lies on her 4th hit and you should always try to get a 4-hit sequence in if you are trying to recover Konstruktyom in Armored Bunny Mode.
2)HOR can recover Konstruktyom is through her ultimate evasion. Triggering her ultimate evasion gives HOR 120 Konstruktyom.
3)HOR can recover Konstruktyom using her QTE. Using her QTE gives HOR 120 Konstruktyom.
4The final way to recover Konstruktyom is to use HOR’s ultimate. Using her ultimate skill immediately fills up all her Konstruktyom bars and she enters DEA Raison mode which recovers 40 Konstruktyom every second. After DEA raison mode ends, she also recovers 240 Konstruktyom.
Enemies that are inflicted with HOR’s «analyzed» debuff are frozen for 1.5 seconds and HOR’s attacks deals 40% more total damage multiplier against them for the entire duration of the «analyzed» debuff.
HOR inflicts the «analyzed» debuff on enemies for 4 seconds when she uses her 4-hit sequence, her branch attack during DEA Raison Mode, or triggers ultimate evasion («analyzed debuff» lasts for 6 seconds instead if your HOR is at SSS rank). HOR’s QTE inflicts 6 seconds of the «analyze» debuff while her signature weapon Key of Reason also has an active skill that can inflict the «analyzed» debuff for 7 seconds.
Ultimate evasion: Instant Freeze
HOR’s ultimate evasion boasts of the ability to cause a 3 second time fracture, inflict a 4 second «analyzed» debuff, recover a Konstruktyom bar, and heal HOR for up 400 HP. Just these effects alone would make Instant Freeze a ridiculously strong ultimate evasion. Yet at the same time, HOR is also able to manually activate Instant Freeze by evading after being hit.
When Instant Freezze is triggered, it should be for one of these 3 reasons:
1)To deal extra damage through the branched attack and «analyzed» debuff
2)To activate the QTE skills of other characters that require the condition of either being frozen or time slow
3)To recover a significant amount of HP after being hit.
Normal attack: Zeroth Drive
HOR’s 4-hit attack sequence; she recovers a fair amount of SP from it. The 4th hit recovers 225 Konstruktyom and pulls in nearby enemies, meaning you should be trying to get all 4 hits of HOR’s basic attack in. Moreover, since HOR has damage immunity from the front and side when performing her 4th hit, you do not need to worry about taking damage. In the case that HOR takes too much damage from the backside, she still has her ultimate evasion passive which heals her below 50% HP during ultimate.
HOR’s QTE is triggered through either time-lock or paralysis of an enemy. It recovers 120 Konstruktyom and inflicts the «analyze» debuff.
The time-lock condition is a rather easy-to-fulfill QTE condition and many valkyries are able to trigger HOR’s QTE. Certain notable valkyries that can trigger HOR’s QTE includes 6S and Phoenix (PX).
Cyberangel.cfg deals massive Area of Effect (AOE) damage, fully recovers Konstructyom, and cause HOR to enter DEA Raison mode for up to 17s.
When HOR is in DEA Raison mode, she recovers 40 Konstructyom every second and she automatically summons hover guns around her that fire at the enemy. If she has more than 2 Konstructyom bars, she can use her charged attack which deals a huge amount of damage and inflicts the «analyzed» debuff for 4 seconds. She also has 40% extra total damage multiplier towards psychic type opponents.
HOR can use her charged attack during DEA Raison mode up to 4 times. The usage of her charged attack should be properly spaced out for about 4 seconds to ensure that the enemies are constantly inflicted with the «analyzed» debuff to maximize damage. You can also use the active skill of her signature weapon Key of Reason to inflict the «analyzed» debuff for 7 seconds and restore SP during DEA Raison mode.
HOR also recovers HP during DEA Raison mode when her HP is below 50% and she mitigates 50% of damage taken, so don’t worry about getting hit. Maximize the damage you deal during DEA Raison mode by sticking very near the enemy.
Branch attack: Weaponized Build
When HOR has more than 1 Konstructyom bar in Armored Bunny mode, she can consume 1 bar to fire off a branch attack. Her branch attack differs depending on the type of weapon HOR is equipped with. A cannon fires 4 shots, a laser releases a short burst of laser, and a homing weapon releases homing shots as normal.
Each hit recovers 5.0 SP and gives a 15.0% ice damage buff that stacks up to 3 times. Use her branch attack as often as possible when the enemy is inflicted by the «analyzed» debuff to recover HOR’s SP bar and deal a large amount of damage at the same time.
Where to utilise HOR
HOR shines almost anywhere except against enemies that have high ice-elemental resistance or just high elemental resistance in general.
HOR can be effective in both Q-Singularis and Dirac’s Sea. However, it goes without saying that HOR is best during weathers that amplify ice damage
HOR has a lot of AOE damage and she can ride her USAGI Kinetik (HOR’s motorcycle) in the open world. HOR will be able to help you clear your open world collection quickly due to the increased movement speed from her USAGI Kinetik and her high mobbing capabilities. Nevertheless, even HOR is susceptible to the effects of the weather and it may be a good choice to not use HOR during weathers that grant enemies high ice elemental resistance.
HOR can easily kill most Memorial Arena bosses single-handedly by herself. However, there are also some Memorial Arena bosses she should avoid.
HOR handles these bosses very well:
4)Cursed Soul Himeko
HOR is weak against these bosses:
There is not much choice to be had currently in the game in terms of ELFs. If Selune’s Elegy is unlocked, she should always be paired with HOR. Elsewise, Jingwei’s Wings can be used for additional survivability and Blood Embrace can be used for additional damage.
T- top piece of a stigmata set
M- middle piece of a stigmata set
B- bottom piece of a stigmata set
Team 1: a general-use team with HOR as the main damage dealer and Phantom Iron, Wolf’s Dawn as supportive characters. Phantom Iron and Wolf’s dawn provides additional elemental damage to HOR. Equip Phantom Iron and Wolf’s Dawn with damage-enhancing stigmatas such as Newton (B), Jinsheng Tan (T,M), Theresa: Summer Holic (T), Himeko: Summer Day (M), or the 2 piece-set of Fu hua Musician. If required, Phantom Iron can act as a secondary damage dealer as well.
Team 2: a Memorial Arena-oriented team reliant on HOR’s ultimate. Blood Rose can be replaced with any greatsword user, but she must be equipped with blood dance. Equip Lightning Empress and Blood Rose with damage-enhancing stigmatas (reference team 1). This team is meant to minimize the time required for HOR to gather enough SP for her ultimate.
Team 3: a general use team with HOR as the primary damage dealer and 6S as a secondary damage dealer/support. Phantom Iron also acts as either a secondary damage dealer or support. 6S and Phantom Iron can either be equipped with damage dealing stigmatas such as the Nohime set, Shigure Kira, or damage enhancing stigmatas (reference team 1). This team is dependent on 6S time-locking enemies to trigger HOR’s QTE.
Team 4: a team with HOR as the main damage dealer. Phoenix can also act as a primary damage dealer or purely as a support. Phoenix must be minimally SS ranked to provide her elemental damage buff. Phoenix should have the Fu hua Musician set equipped while Phantom Iron should have damage-enhancing stigmatas equipped.
Weapon and stigmata choice
The Key of Reason is very important for HOR in terms of damage output. Unlike her stigmata set, there is no strong substitute for the Key of Reason. The Key of Reason gives HOR an additional 30% ice damage and a powerful active that inflicts the «analyzed» debuff for 7 seconds. There is every reason to be pulling the Key of Reason from its focused supply if you want to maximise HOR’s potential. Every other cannon, laser, and homing weapon is a very weak substitute for the Key of Reason.
Plan A: the signature stigmata set of HOR, Welt Yang. Under Armored Bunny mode, the Welt Yang set gives HOR 35% total damage multiplier 60% ice damage,10% increased ice damage debuff on enemies, an ignore-interrupt shield, and bonus damage for 2 branched attacks every 15 normal attacks. In DEA Raison mode, the Welt Yang set gives an additional 50% ice damage on top of everything from the Armored Bunny mode. In terms of damage multipliers, the Welt Yang set wins hands down compared to substitutes like Nohime and Robert Peary. Use the Welt Yang set on HOR if you have it.
Plan B: the Nohime set. The Nohime set provides a flat 80% ice damage and 20% HP. Aside from that, it also gives a damage bonus 40% total damage multiplier against frozen or slowed enemies,25% ice damage (stacks up to 3 times) for every frozen enemy on the field, 80% ice damage (1 second cd) to attacks, and 60% ice damage to enemies around HOR as well as a chance to slow. Unlike Memento, HOR actually freezes enemies rather easily due to her Instant Freeze. HOR also stays near enemies most of the time as her normal attack sequence is meelee. This means that HOR can capitalise on the benefits of the Nohime set and deal high, sustained damage by freezing and slowing enemies. The Nohime set will mostly be effective against groups of enemies where freeze and slow debuffs are able to last for a long time.
Plan C: the Robert Peary set. At 60 or more combo: 79% total damage multiplier, 50% ice damage, and 25% attack speed. The Robert Peary set also reduces the damage taken as well as freeze the enemy when hit (9.0 second cooldown, effect only works once per battle on each enemy). Lastly, hits on frozen enemies heals HOR (9.0 second cooldown). This set basically requires a high combo to be effective, fortunately HOR’s attack speed is rather high and 60 combo is not a big problem. unfortunately, the heal and attack speed is slightly redundant on HOR due to her already-high sustainability as well as the fact that attack speed does not benefit HOR during her DEA Raison mode. Nevertheless, Robert Peary is still a high-tier ice-elemental stigmata set and a strong substitute for the Welt Yang set.
Plan D: the Shigure Kira set. General «F2P» elemental stigmata set. Slight elemental damage bonus, uncomparable to the previous 3 stigmata sets. Singular parts from the previous 3 stigmata sets can be used to replace Shigure Kira stigmata pieces if available.
HOR is one of the strongest valkyrie battlesuits released so far with relative ease and simplicity in usage. If you have crystals, it is definitely a worthy investment to pull for HOR, along with her weapon. Any of the stigmata sets in Plan A, B, and C are strong stigmata sets on HOR. I hope you managed to learn more about HOR through this guide.
