«How stupid of me!» is closer to «How stupid I am!» than «How stupid I was!» It is a statement of a current fact, not of something in the past.
Also, «How stupid I am/I was!» is more extreme. «How stupid of me!» means how stupid of me to do/not do that one thing, while «How stupid I am/was» means I am stupid/was stupid about everything, in every way, not just that one time.
«How stupid of me!» is a very common and oft-used phrase, while «How stupid I am!» would make me concerned about the speaker’s self-perception!

«How stupid of me!» has no verb and thus no tense. It could mean «How stupid it was of me!» or «How stupid it is of me!». Anyway, it says that something I do or did is stupid, which is not exactly the same as my being stupid myself.
If I know and understand something but see myself doing something that looks like I don’t, I might say «How stupid of me!» For example, once I put a quart of milk on the shelf with the dishes instead of in the refrigerator. A stupid thing to do, but it doesn’t make me stupid.
This is different from realizing that I did not know or understand something others do. Then I might say «How stupid I was!» Or if I discover a significant gap in my education that will take some time to fill in, «How stupid I am!»
I hope this helps and doesn’t require me to say how stupid I am.

You are right that in the original context, «was» is implied. I brought up the lack of tense in response to others connecting the difference in meaning to something in the time dimension. I guess I got a little side tracked.
Thus I see «How stupid of me!» as the less dramatic/arresting of the two, which would explain why it is indeed the more commonly used.
I am curious why you say «slightly more dramatic» as contrasted with «rather arresting». Is there possibly a BE/AE divide here?
