It depends, in the first example the word cost refers to the past tense, somebody bought a bike and John wants to know how much it cost (past tense), i.e. how much did someone pay for the bike?
In the second example costs is in the 3rd person present, John may be interested in buying the bike so he wants to know how much it costs.
In the first example the bike has been bought already, in the second example it’s not clear.

I have just checked English grammar again and I am almost sure the correct answer is Cost
She asked where they would go
She asked me when I was going to go to the theatre
The second part changes the verb tense

I think in the real world that you could get away with either one. I think most natives probably wouldn’t be sure which one it is if you gave them a multiple choice quiz on it.
I think ‘cost’ is the right one though.

As a native speaker I did not even know what «reported speech» was. I did go on the Internet and after much research I found that according to the «rules» of reported speech the correct answer would have to be «cost» since the tense at the beginning of the sentence (asked) dictates that «cost» should also be in the past. I do strongly agree with aguacate that in the real world, where it really matters, you could get away with either one.
